A cosmetic company that develops an SPF 10 product is behind the times because the formulators should know better (and be up on current regulations) when formulating sun-care products. You're better off not including sunscreen in your lip balm than bothering to formulate one with a below-standard SPF value of 10. This does include avobenzone for UVA protection, but SPF 15 is the minimum number you should be looking for.
This is otherwise a basic, soft-textured lip balm that works to keep lips smooth. It has a subtle red tint, sort of like the color you get from cherry Chapstick. This would earn a higher rating if the SPF value was 15 or more.

Nivea is a globally known brand owned by Beiersdorf, the same company behind department-store brand La Prairie and drugstore mainstay Eucerin. Among those three brands, Nivea's product selection is the weakest (which isn't saying much, because none of these lines have much of anything to offer skin).
