A cosmetic company that develops an SPF 10 product is behind the times because the formulators should know better (and be up on current regulations) when formulating sun-care products. You're better off not including sunscreen in your lip balm than bothering to formulate one with a below-standard SPF value of 10. This does include avobenzone for UVA protection, but SPF 15 is the minimum number you should be looking for.

This is otherwise a basic, soft-textured lip balm that works to keep lips smooth. It has a subtle red tint, sort of like the color you get from cherry Chapstick. This would earn a higher rating if the SPF value was 15 or more.

Note: This lip balm contains the artificial sweetener neohesperidin dihydrochalcone for flavor.

Enriched with Acai Berry and Wild Apple Extracts, both rich in vitamins and antioxidants, the formula helps to maintain healthy looking beautiful lips.

The enduring popularity of this line has more to do with advertising and perhaps tradition (it has been around a long time) than with what any researcher would consider state-of-the-art.
