A cosmetic company that develops an SPF 10 product is behind the times because the formulators should know better (and be up on current regulations) when formulating sun-care products. You're better off not including sunscreen in your lip balm than bothering to formulate one with a below-standard SPF value of 10. This does include avobenzone for UVA protection, but SPF 15 is the minimum number you should be looking for.
