New Complexion One Step Compact Makeup SPF 15 ranks as the best cream-to-powder foundation at the drugstore, hands down, and it includes titanium dioxide as the only sunscreen active. It applies superbly; has a light, silky texture; and sets to a soft, natural-looking powder finish that is best for normal to slightly oily or slightly dry skin. (Just keep in mind that moisturizer must be applied over any dry spots or this foundation will exaggerate them.)

Coverage goes from sheer to medium. This is a must-try if you prefer cream-to-powder foundation. The shades are mostly neutral, but avoid Natural Beige and Cool Beige. Tender Peach is fairly true to its name, but may work for some light skin tones. Regrettably, there are no shades for very light or very dark skin tones.

Note: This foundation’s rating is due to its overall performance rather than its SPF rating. Due to concerns about people not applying sunscreen liberally enough to get the amount of SPF protection stated on the label, it is often recommended to look for SPFs with ratings higher than 15. If you plan to use foundation as your sole source of facial sun protection, consider using one rated SPF 20 or greater. If the foundation with sunscreen you choose is rated less than an SPF 20, we strongly advise applying it over a daytime moisturizer rated SPF 15 or greater and following it with a pressed powder rated SPF 15 or greater. That way, you’re ensuring sufficient broad-spectrum protection which is essential for having and maintaining healthy, younger-looking skin at any age.

Strengths: Superior foundations with sunscreen and each of them provide sufficient UVA protection (though one has a disappointing SPF 6); several outstanding concealers and powders; one of the best cream blushes around; great cream eyeshadow and liquid eyeliner; a beautiful selection of elegant lipsticks, lip gloss, and lipliner; some worthwhile specialty products.

Weaknesses: Average eye and brow pencils; inaccurate claims surrounding their Botafirm complex; mostly average to disappointing mascaras.

It may surprise some of you to know that Revlon has been around since 1932, when the company launched a unique nail polish that used pigments instead of dyes. Lipsticks followed years later, and then a full line of cosmetics, which is how we know Revlon today. Although the company has had its continual share of ups and downs over the years (largely due to out-of-control debt coupled with aggressive spending), the line has recently made numerous improvements, especially in the realms of foundations, powders, eyeshadows, and mascaras. It is quite a feat that Revlon products earned more Paula's Pick ratings per category than any other drugstore line reviewed. If their goal was to close the competitive gap between themselves and L'Oreal, for the most part they have succeeded. Revlon definitely has the edge for foundations with reliable sunscreens. But despite Revlon's attempt to improve their mascara range, L'Oreal remains the clear winner (as well as L'Oreal-owned Maybelline New York).

Revlon's vast selection of makeup is divided into three main brands: Age Defying for the forty-something and older woman concerned about wrinkles, ColorStay for the teen to mid-thirties woman concerned about keeping oily skin in check and making sure her makeup stays put, and PhotoReady for women of all ages. These brands present some outstanding options and include products for all skin types (although the range of skin tones is not as well-represented here as it is by L'Oreal).

An intriguing fact is that the longevity claims for ColorStay are quite accurate: this collection of products really does offer extraordinary staying power. Conversely, Revlon jumped on the works-like-Botox bandwagon with their Age Defying range, going so far as to name their antiwrinkle complex Botafirm. Is there any confusion about what that term is supposed to relate to? Despite the claims, Botafirm won't reduce expression lines or control the muscles that cause them, though the products themselves do have many impressive qualities.

Note:Revlon is categorized as one that tests on animals because their products are sold in China. Although Revlon may not conduct animal testing for their products sold elsewhere, the Chinese government requires imported cosmetics be tested on animals, so foreign companies retailing there must comply. This requirement is why some brand’s state that they don’t test on animals “unless required by law”. Animal rights organizations consider cosmetic companies retailed in China to be brands that test on animals, and so does the Beautypedia Team.

Suffice it to say, Revlon has more commendable products than ever before, and although they rely heavily on celebrity spokespersons, their best products ably speak for themselves.

Best Foundation Ever!

This is the BEST foundation because it has a beautiful finish, feels weightless, great coverage (no need for concealer or powder), and it has an SPF 15! Because of all it does, it saves me from paying extra for sunscreen, concealer, and powder. I wish Revlon would advertise this more so it won't be discontinued. I do use a moisturizer under my eyes before applying this.

Colors are WAY off

There are very few shades available. I picked one that looked close to my skin color based on the packaging. When I got home I was shocked to see the foundation was WAY darker than the packaging had shown. I have fair skin, and the color wound up being for someone living in Miami that gets to tan every day. I am so disappointed that I spent all that money for nothing. I really wish the beautypedia description had warned me about the drastic changes in colors.

Love This Foundation

I have a medium complexion and, oddly enough, the Tender Peach works for me. I like the portability of it for touch ups but find the makeup holds up quite well for a long time. I've used minerals for years but being in my late 60's I wanted more coverage. I hope Revlon expands their color range. I find I sometimes add a little bronzer on top to warm up my skin. Thanks Paula for helping us pick products!

Great Foundation!

This foundation hit the nail on the head for me! It provides up to medium coverage for my acne red spots, goes on smoothly, evens out my complexion. I apply using a Real Techniques angled foundation brush, do not have to use much for nice coverage. I avoided the shades noted to avoid and chose a light shade, paired with Revlon's Nearly Naked Powder to set. My skin is combo, with oily T-zone that is drier during winter months, have enlarged pores. This cream to powder is working well for me.

love love love!!

I have combo skin (extreme w/ dry patches, flaking etc) and have never used a cream foundation that my skin agrees with. This looks natural and soft, but provides good coverage for blemishes and even my dark circles. It's also convenient to touch-up at work or out if need be, no spilling everywhere in purse like some liquid foundations. My only issue is that it can be a bit "patchy" when I touch up, so it smears and moves around if you try to apply more, which results in some redness showing.

Agreeing with the earlier reviewer, I also hope this never goes away! (But - when I like something - it usually does...!) Perfect for me - the color "Ivory Beige." ONE BIG PROBLEM: Not every store carries this !!!! WHY???

LOVE IT

I purchased this after searching for a cream-to-powder for my oily complexion on this site. I am SO grateful to Paula and her amazing crew for taking the time to review all these cosmetics. I probably would never have tried out this product otherwise. I LOVE this foundation, i have enlarged pores, acne, redness, sensitive oily skin, and it makes my skin look FLAWLESS! doesn't settle in my pores but lays on top to smooth them out. beautiful coverage :) little goes a long way too! <3 beautypedia

A standby

This foundation has been around for years. It's my go- to, everyday makeup. I wear the Tender Peach. It doesn't turn orange or pink, goes on smoothly, and it lasts all day. The price is very reasonable. I hope Revlon never discontinues it.
